Abstract : Expenditure on higher education plays a vital role in solving the problems of society and meeting its basic needs and in achieving the objectives of the socio-economic plans of the country. It also contributes to fulfilling the requirements of the labor market of different specializations and disciplines. Since the current trends of expenditure on higher education in most of the Arab higher education institutions do not contribute much to their academic, administrative and financial autonomy as well as building a sound academic infrastructure, such institutions are unable to satisfy higher education standards matching other higher education standards, particularly in developed countries. Within this context, expenditure on higher education should be linked to the objectives of higher education institutions. This research aims at studying and analyzing the trends of expenditure on higher education in selected Saudi and Yemeni universities within the period 1996 – 2005. The study includes comparisons of expenditures in the two above – mentioned types of higher education institutions, pertaining to their educational policies and financial resources. The research also aims at suggesting the strategies and tools to utilize expenditure levels and distributions to achieve the objectives of the concerned higher education institutions.
